Update from Montana Legislation protecting the citizens’ right to keep and bear arms. From one of our Redoubt Reporters, Special Agent Chloe, who has been following legislative developments out of Helena, the state’s capitol.
In Montana, there were several bills, including some key legislation dealing with gun ownership.
The gun bills were passed out of committee this last week and went to debate on the floor of the House on Thursday and Friday. The debate was interesting with the Democrats insisting that these bills were “not good for Montana” and “extreme”. One bill that would allow concealed carry in currently prohibited areas like bars and banks did not pass, even though Montana Citizens are currently allowed to open carry in those places. The other bills, including one of the two bills that would prohibit enforcement of a Federal ban, did pass both second and third reading [in the committee] and are on their way to the Senate.

(Send and/or Receive Text Messages Over Radio)
You Don’t Need a special receiver radio to receive these. Simply plug an audio cable into the microphone jack on your computer. Plug the other end into the earphone jack of your radio. If you’re receiving this from an audio file or a broadcast that’s coming out of your speakers, simply plug the audio cable into the earphone jack, and the other end right back into your computer using the microphone jack. This will work simply by playing the recorded audio file from any source, including off of a thumb drive, a file on your computer, etc.
FIrst, you need to download a digital communication software program that will decode the digital message. The most popular and common program is FLDIGI. It’s FREE!

For Windows users, choose: fldigi 3.21.68 setup
Once you download and then open FLDIGI, set up your audio settings so that it will ‘hear’ the audio tones. For using an audio cable to feed into the microphone jack on your computer, use the following settings:
A. Click the ‘Configure’ tab toward the top of the window. From the window that pops open, click on ‘Integrated Microphone Array.’ You might have to play with these settings until they work for you.
Then select and click on the ‘Mode’ you are trying to decode. CW = Morse Code. PSK-31 will say ‘BPSK-31’ in the menu selection:
When you see a colored signal slowly coming down the waterfall at the bottom of the screen, click over it with your mouse. That is a digital signal. The ‘Op Mode must match the incoming signal’s Mode. In other words, if you are receiving a PSK-31 message but your Op Mode is set on CW (Morse Code), the program will not decode the message. The water fall should look like the image below:
The text of the message will begin to appear in the text box about 2/3 of the way up the screen.

John, you are aware you shouldn’t use amateur radio equip on MURS/FRS as they aren’t type accepted for those services.
You can use modified MURS/FRS radios on amateur frequencies, but not the other way around.
Minor point, but worth stating.

Yes, that’s a great point. This has been discussed in the passed, but I didn’t mention it in the latest broadcast. One cannot ‘legally’ transmit on FRS & MURS using amateur radios, but one can still monitor. And in an emergency situation, one does not need a ham license and may use whatever means is necessary to pass real-world emergency traffic.

I downloaded the program but whenever I set the audio settings, I get the blue screen of death. I am still running XP Professional. Can anyone help me. BTW I don’t have the option to select “Integrated Microphone Array”
See if this helps you out. If not, then hollar. Anyone else experience this problem? If so, share your solution. I have not heard of this problem. Thanks everyone!

Fldigi Running on Microsoft Windows XP, Vista, or Windows 7
This program is required to get operating on digital modes. Follow the recommended settings given below and you should not have any problems.
1. Download the latest version of fldigi from the fldigi download page.
2. Install at least two sets of com0com ports (COM5&15, & COM6&16). Learn about and install com0com.
3. Install Virtual Audio Cable (VAC). Follow FlexRadio instructions: How to Setup Virtual Audio Cable (VAC) 4.0x with PowerSDR 1.x
4. In PowerSDR setup>CAT Control set the CAT settings to COM5, 38400, none, 8, 1, then Enable CAT. Set the PTT control to COM6, check RTS and then Enable PTT. Set ID as: PowerSDR
5. In fldigi>Configure>Operator setup your data
6. In fldigi>Configure>Rig Control>RigCAT setup your data as follows: Check Use RigCAT, Rig description file: PowerSDR.xml (download from fldigi xml archives), Device: COM15, Baud rate: 38400, check RTS/CTS flow control (all other items unchecked), then initialize.
7. In fldigi>Configure>Rig Control>Hardware PTT Check: Use separate serial port PTT (yes, turn that little diamond dot to red), Device: COM16, Check: Use RTS, then Initialize. At this point you should be communicating between PowerSDR and fldigi. If not, shut down fldigi (remember to save the data) and restart. If it still does not work, recheck all settings and restart the computer, restart both programs, and then check for communications and TX/RX control.
8. In fldigi>Configure>Sound Card (Audio Devices) select: Port Audio (yes, that small red diamond again) and set Capture: Virtual Cable 2, and set Playback: Virtual Cable 1.
9. In PowerSDR>Setup>Audio>VAC set Driver: MME, Input:Virtual Cable 1, Output:Virtual Cable 2, Check: Auto Enable (Enable for Digital Modes, Disable for all others), Check:Stereo, Check:Allow PTT to override/bypass VAC for phone.
10. Use Modes DIGL and DIGU, TX Profile:Conventional, TX Gain so that ALC=0dB or less.

I didn’t have ‘Integrated Microphone Array’ either. I just used Microsoft Sound Mapper.
For the blue screen of death I’d make sure the audio drivers are all up to date and then try it again.

I downloaded a new driver and got the program working. I have connected a cable between the speaker and the microphone. The waterfall is one solid color but moving. I selected the proper PSK-31 but I never see any message.
Try using the sound control panel to turn down the audio output level. Sounds like it’s a bit “hot”.
