According to FCC rules 47 CFR Part 97, sect 97.119: tactical callsigns can be used as long as each station identifies w/ their FCC issued callsign once every 10 minutes and at the end of each communication. A communication can be considered a single or series of transmissions.
Often during weather spotting or other emergencies (drills or actual) when I have been net control, tactical callsigns were used to great effect, streamlining comms. Just keep that 10 minute timeframe in mind and all is well.
Also, a tactical callsign isn’t considered a ‘code’ used to obscure meaning of the transmission, as , due to identifying w/ your FCC callsign , per the rules, your identity is clear.
